Ethical recruitment

Anti-trafficking and ethical recruitment policy

Islamic Manpower Promoters (OEP licence 0972/RWP, established 1990) recruits under a written ethical-recruitment standard. Workers never pay to get hired.

What we commit to

  • The Employer Pays Principle — recruitment costs sit with the employer, never the worker
  • A written contract, in a language the worker reads, agreed before departure
  • Wages paid electronically through the Wage Protection System
  • The worker keeps their own passport and identity documents at all times
  • Freedom of movement, freedom to communicate, and the right to end employment lawfully

What we never do

  • Charge the worker a recruitment, placement, or visa fee
  • Retain, withhold, or store a passport belonging to a worker
  • Substitute a contract after arrival, or alter agreed pay and duties
  • Recruit anyone under the legal working age
  • Use unlicensed sub-agents or informal intermediaries

The rules we work under

  • Saudi Ministry of Human Resources and Social Development (MHRSD) and the Musaned platform
  • Pakistan Bureau of Emigration and Overseas Employment (BEOE) — OEP licence 0972/RWP
  • The Pakistan-Saudi Arabia bilateral labour agreement (December 2021)
  • ILO conventions on forced labour and fair recruitment

Reporting a concern

If you believe any worker recruited through us has been charged a fee, had documents withheld, or been placed in conditions that differ from their contract, tell us. Reports can be made by the worker, the employer, or anyone else, and can be made anonymously. We investigate every report and will remediate — including refunding any fee a worker was wrongly charged.

This policy applies to every worker recruited through Islamic Manpower Promoters and to every partner, sub-contractor, and employer we work with.
